I’ll add a few details: this is a drop domain, it used to be a news site, then it was used to advertise casinos, and then I bought it and started developing it. Everything is clean in the console, there are no problems, but Google does not want to index the pages. Is there any way to inform the Google search team that I am the new owner of the domain and that there is no casino advertising there? Or is it better to buy a new “clean” domain and spend effort and resources to get the domain indexed?

If the previous domain is already indexed with casino advertisement links, then it will take some time to remove or deindexed them on the search results.
Since your sitemaps and robots.txt are already working fine, then the old URLs will eventually get removed from the SERPs in time.
Also, Google assigns a crawl budget to your website depending on these factors (especially these two) and that has a direct effect on how soon or how late your content can get crawled/indexed.
It depends on a lot of factors. Your posting frequency + the domain authority are just two of the many factors Google considers when indexing new URLs.
