Although you may claim caching is not the reason, your sitemap is being cached by Cloudflare on your site, please check the screenshot I have added in the sensitive section.
Please note that while your sitemap is being cached by any cache setup on your site or server, the file loaded may not always contain all published sitemaps. You should add rules to exclude your sitemap form being cached then clear your cache and resave your permalink settings. Once done, please check your sitemap in a private browser to avoid browser caching.

I have done all that, however, the issue persists.
I noticed clicking Remove transients under Database tools returns “parsererror”. Can it be related?

It might be. Assuming you are using the latest version of all the plugins and the themes (please update if not yet), it would seem like a conflict with one of the plugins or the theme you are using.
