By default, Rank Math marks the tag archives as noindex and that is why they are not included in the sitemap either.
You are given an option to change that during the setup wizard but you might have missing that option.
You can make the tag archives indexable from WordPress Dashboard > Rank Math > Titles & Meta > Tags
Then, enable the tag sitemap from WordPress Dashboard > Rank Math > Sitemap Settings.
Do note that we do not recommend making tags indexable.

Tag archives do not add any value to your website and dilutes your page rank and authority.
