I am still seeing 429 by both Google and Index now (Bing) by doing it manually.

This is common with websites on a shared hosting server, so you can get in touch with your hosting provider to clarify this issue.

Also, please note that if you have automatic submissions set for any post type, each time you save an edit to a post inside that post type it will trigger a submission.
This might cause a high number of submissions if you are constantly making changes and saving them. If they are checked/enabled, then disable them.

It is working now.
I deactivated Instant Indexing Plugin and disabled Instant Indaxing from Rank Math module.
Deleted the Google Instant Indexing API Key and generated a new one.
After uploading the new key and re-enabling Instant Indexing module, both Google and Bing Indexing is working now.
