That issue is usually due to some plugin causing a Javascript error before our Javascript loads, causing to don’t load the panel as it should.

Please let us know if you find the culprit.
Only the site admin would know and your users won’t be affected by this troubleshooting.

I was able to fix the problem.
The ImageInject plugin provided the behavior described. I have it deactivated now.
