Please navigate to WP Dashboard > Rank Math SEO > General Settings > Links and disable the Redirect Attachments option. If the redirect works after that, then you have the attachment page with the same slug as the URL you want to redirect.
You must keep the Redirect Attachments option disabled or find the attachment and change its slug to fix the issue. Here is a guide to help you change the slug of the attachment page: https://www.wpeditorial.com/how-to-change-media-library-slugs-in-wordpress/

if I am creating other slug redirection it’s working perfectly. The above solution changing media slug doesn’t work or there is only one media with similar slug
