However, the “URL is unknown to Google” indicates that Google has not discovered this URL before and has not crawled it yet. You can manually submit the URLs using the GSC URL inspection tool and see if that works for you: https://support.google.com/webmasters/answer/9012289?hl=en
Regarding the tag page URL, this is the page from where Google has found the affected page. Please note that even if your page is set to Noindex, Google can crawl this. The Noindex tag means Google will not index this on SERPs but it can be crawled by Google.
