Missing Alt Text for 41 Images Despite Enabled Image SEO Settings in WordPress

The issue here is that the page builder (Avia) you are currently using is adding the content to the database in a different way.

Rank Math only reads the image markups added to the post_content in the database to add the alt attributes.

Right now, Avia is adding only the block shortcode and the images are nowhere to be found. See this screenshot below:

In this case, you would need to manually add the alt tag for the affected pages.
