Based on the screenshots you’ve shared, it seems that the Table of Contents is not displaying the headings in the admin view, but they are visible in the reader view.
To resolve this issue, please ensure that you have not excluded any heading from appearing in the table. You can do this by clicking on the Table of Contents block and navigating to Settings as shown below:

Next, head to Block → Settings → EXCLUDE HEADINGS and confirm you have not excluded any heading from appearing in the table.
If the issue persists after checking the settings, please monitor our changelog here for updates. Our team has identified a bug that may cause higher-level headings to disappear when you add a lower-level heading to your content before a higher-level one. We are working on this and will resolve it in a future update.
