Also, I tried different version of plugin and add DEBUG LOG. I do not see any issue connected to this plugin.

To import from Yoast, you don’t need to import from a txt file. Just head over to Rank math > Status & Tools > Import & Export and You should see the Yoast settings import option under plugin importers.
