Problem/bug:
On each page where I added the new block, it overrides the existing anchor text of all the headers.
I did it on many pages, and only after that, I discovered that issue because it broke all my “page jumps” (href=”#pagejump”).
I have a huge of work now to go back to every page and fix the internal “page jumps” one by one.
The correct way, in my opinion:
The block should check if the header has an existing anchor text. If it does, it should use this link in the table of content. If no anchor exists, it should use the header text as the anchor.
If you don’t do this, you should at least warn the users before you modify the anchors.

I tested setting custom anchor tags on subheading on my setup and they are working as expected.
Assuming you are using the latest version of all the plugins and the themes (please update if not yet), it would seem like a conflict with one of the plugins or the theme you are using.
Only the site admin would know and your users won’t be affected by this troubleshooting.
