Now back to your question: First please make sure you’re in the advanced mode of the plugin. You can learn how to switch between the modes by following this URL: https://rankmath.com/kb/switch-from-easy-to-advanced-mode/.
You can set blog categories and tags noindex globally by navigating to WP Dashboard > Rank Math > Titles & Meta.
In the post heading click on Categories and activate Category Archives Robots Meta, you can choose no index from the list. Repeat the same process for tags as well, i.e. activate Tag Archives Robots Meta and choose no index.
Please be advised that in blog categories, if you have chosen the categories as index under the advanced tab, it will overwrite the global setting.
