The “Titles & Meta” settings are meant for default global settings for your posts/pages that don’t have the titles and descriptions set individually.
If you want to edit the title and meta description for individual pages/posts, you can do so by using Rank Math’s Meta box in the individual post settings: https://rankmath.com/kb/on-page-seo/#num-2-meta-box-tabs-of-rank-math
