Can you please confirm if only manually submitting a URL to the indexing API will affect the CPU usage? Can you please try disabling other plugins temporarily and do it again? If don’t wish to do this on a live website, you can create a staging website instead.
If the issue persists, we might need to take a closer look at the settings. Please edit the first post on this ticket and include your WordPress login in the designated Sensitive Data section.

After some testing, I see that causes overload the server is when automatic update is on.

For us to further determine what’s causing the issue, we need a specific log for the CPU usage. Is it possible for your hosting provider to provide any since we can’t observe the CPU spike real time when troubleshooting the instant indexing API.
