Usually, when you make the payment via PayPal the initial charge is just an authorization and when our payment provider (FastSpring) verifies the account there will be an additional charge which will withdraw the funds and add the subscription to the account.

You get the subscription on the account when the checks have been done and the transaction is approved on PayPal.
You can also get in touch with PayPal and ask them to approve the transaction.
