The Image SEO module is shown on the Rank Math > Dashboard, only when the Advanced Mode of Rank Math is enabled. Please follow this guide to switch to the Advanced Mode and see if that helps: https://rankmath.com/kb/switch-from-easy-to-advanced-mode/
In case you’re seeing the module but are unable to enable it, please try enabling the module using another web browser like Google Chrome and see if that helps.
If not, please follow this guide to see if there’s another plugin/theme conflicting and causing the issue: https://rankmath.com/kb/check-plugin-conflicts/
In case the issue still persists, please whitelist this route in your firewall/security plugin and see if you’re able to enable the module: /wp-json/rankmath/v1/saveModule
