If the error is shown for cart pages, there’s nothing to be worried about as that page is not intended to get indexed on the search results. The reason is that they do not possess any real SEO benefits for the website.
By default, the SEO Title of the cart page is statically loaded on the front end which does not get affected by the query strings. When you add a product to the cart, if a link similar to the URL you’ve shared gets triggered, the same title would be getting picked by the tool that you’re using to test this.
In this case, there’s nothing to be worried about as it is picking the title of the same page.
Also, as the cart pages are by default marked noindex, if you’ve not manually changed this behavior, search engines would not consider the page for any issues.

Meanwhile, from the link you have shared, it seems that they are paginated pages, where you can easily fix that by adding the %page% variable on the title.
