Please follow these steps to regenerate the sitemap and update the links:
1. Flush the Sitemap cache by following this video screencast:

2. Exclude the Sitemap files of the Rank Math plugin in your caching plugin. The cache could be via a plugin or from the server. For plugins or Cloudflare, please follow this article:

3. Clear your website’s cache and browser’s cache.

Exclusions were applied to both LSCache and .htaccess
The filter code was already there in my theme function file
Regenerated the sitemaps as instructed.
Cleared both LSCache and Cloudflare cache
However, the issue is still the same as I expected because I have all other sitemaps working fine, so the issue seems to be more specific to the wpdmpro-sitemap.xml. And that was the reason I approached the WP-Download-Manger developers 1st, and their reply was to adjust the rss/xml feed in RankMath. It seems it works will RSS and not XML.

I checked on my local installation, Rank Math is generating the sitemap without any issues:
Please ensure that the Downloads on your website are set to index.
Head over to Rank Math > Titles & Meta > Downloads > Enable File Robots Meta > Check index Checkbox.
That should fix the issue.
If the issue persists, please share the URL of a download page generated with the Download Manager plugin.
