It’s very rare that the sitemap needs to be flushed when it’s excluded from the caching system so having that button could give an indication to people that this is something that should be done consistently.
The instructions we have at the moment are fairly straightforward and after excluding the sitemap from caching those are no longer needed to be run to regenerate the sitemap links.

Well, I had no cache system at all on my development site, and I had to flush your own cache several times. But no problem…

If there is no caching plugin on the site, there must be a server-side cache that is caching your sitemap. You can check with your host and ask them to exclude the sitemaps or you will have to flush the cache manually to update the sitemaps.
