Error on instent indexing

I have followed the guide to set up the Instant Indexing but I am getting an error every time I try to submit the URL. I have done both Google Cloud setup & added the Email which Google Cloud gave to the Search console as Owner. Still, it displays the error as shown in the screenshot. Please Let me know how to fix it.
