I was already aware of that option. The reason I reported the problem is that I had already deactivated that setting, but the banner persisted to show every time I loaded my site.
However, at this time, I am no longer seeing it. I was doing unrelated work on my website today and discovered that having my Nexcess CDN activated in the WP Rocket settings was causing numerous errors including, evidently, blocking jQuery.
Could it be that blocked jQuery was causing the banner to continue to show even though I had that option off already?

At the moment, we can’t replicate the issue you are experiencing from our end so we can’t really tell what’s causing the issue. It could be just a temporary caching issue.
