When the “rank_math/frontend/keywords” hook is called? I want to update keywords on every post on every publish/update, but I see no other way to do that but use the hook and I don’t even know when it fires.

That hook is only used to update the meta tag for the keywords if you have that enabled on your website with this filter: https://rankmath.com/kb/filters-hooks-api-developer/#10-filter-to-add-the-keywords-meta-tag
