what is the difference between personal websites and clients’ website usage?

Personal websites are the ones you own 100% and not a client website or a partnership with someone. A personal website can be a business, earn you money and you can even sell it to anyone but it needs to belong to you.
Fair usage policy applies to the personal license where you cannot use the PRO on a client website or share it with your friends/family.
For using the PRO plugin on your client websites, you will need the Business license.

We have a fair usage policy that applies to the personal licenses. If sharing of the license or client-use is detected, your client’s website would be blocked from using the PRO license. So for the client’s website, it is suggested to go with Business Plan.

I handle a website for a business. I want to use rank math on his website. but I don’t get what is with personal websites and business packs. if I buy 59 dollar pack will I be able to use it on this single website.

Since you are using it on a client website, you will have to buy the Business Plan. Even if you only want to use it on one website, it will still be considered a client website and will come under Business Subscription.
