Let me try to be a little more clear.
Since you tried to upgrade to Agency plan, your whole transaction was put on hold pending the payment. But since the payment didn’t clear, the subscription is stuck in the pending state. There are two ways to resolve this:
1. We refund your PRO subscription and you buy it once again. You essentially got a month of subscription for free this way.2. You pay the pending dues and you get successfully upgraded to the Agency license.
There is another way to fix it by manually cancelling your pending orders and then manually adding the subscription. But the person in charge of that is on leave for a few days so you will have to wait for him to come back online and then he will do this workaround.
Please do let us know how you wish to proceed.
