That is completely fine. The Internal linking suggestion will show the first 5 pillar post in that category. Moreover, you shouldn’t mark multiple posts as pillar posts as that beats the whole purpose of pillar posts. Every post in a category cannot be a pillar post.
You have to mark any post that you want to build links to, as a Pillar Post in the SEO meta box:

After that, when writing a new post, it will show your Pillar post from the same category you are using for the current post.

This is used to build internal links to your most important content – it is not to be used any other way.
