– Payments in USD $
– Supports subscription-based payments
– You are not using a prepaid card
– International payments are turned on
If everything from the above is enabled and working, you can also try using a credit card instead.

Thank you.
The direct method with Bank Visa Debit card did not work after several more attempts. I ended up purchasing through PayPal, which had no problem using the exact same channel for payment. Regardlesss, fyi -> payment issue / onboarding resolved.
