That option is not available for draft posts it is only visible for published posts.
You can also manage it from the SEO settings of the Post by going to the Advanced Tab in the SEO Meta Box.

One question is coming in mind that once I will publish the post then it will instant indexing by google because I have this plugin. Then how it will non-indexing a post after publish.
Can I do that before publish a post.

You can set the post/pages to noindex When Googlebot visits your page, It will honor the noindex tag and remove the pages from the SERP.

You can set the post/page to noindex before or after publishing the post/page by going to the SEO settings of the page > Advanced Tab > Check noindex checkbox
