May I ask if you are using the Classic Editor? I tried arranging the metabox to appear at the bottom of my ACF field here

We wanted to add that the code will only work if you havenβt manually drag and dropped the meta box to any position in the editor.
If you drop the box anywhere, WordPress will “remember” the position and only show the meta box at that position.

I am not talking about custom post type, I am talking about custom taxonomy.
First, edit a taxonomy term, after that we can see three default fields – title, slug and description and then rankmath metabox appears. After that my custom acf metabox.
And, no I have not drag dropped metaboxes anywhere. I like to position the metaboxes position by default through code without drag and drop.
I tried the hook but it didnot work.

You might not see the changes take effect when you are seeing the cached pages. It is unlikely you see plugincache in the backend though so simply clearing your browser caches should do the trick.
Please do a hard refresh:
Windows: Ctrl + F5
Mac/Apple: Apple + R or command + R
Linux: F5
