To index your PDF or attachments, you may need to disable the Redirect Attachments option in Rank Math > General Settings > Links
Once done, you can control the robots meta for your attachments in Rank Math > Titles & Meta > Attachments. Here’s a guide you can follow:

Followed the instructions for both suggestions, but the PDFs are still not showing in Google Search Console.
Secondarily, is there a way to have everything index by default? This has been a major issue for SEO in this case as it took us a while to catch what was going on.

It will take some time for the attachment pages to get indexed, at least until Google crawls your website again.
You can set the Global as well as all the individual post types robots meta settings to Index, from your WordPress admin area > Rank Math > Titles & Meta.
Please note that this would affect the newer posts/pages/CPTs and not the older ones.

Thanks – I requested manual indexing from the Console itself, which usually happens pretty quickly. I’ll keep an eye on it.
