I’ve done some more testing and it only gets stuck on Post Meta. If I disable post meta update then it completes as expected.

Could you please let us know if there are any errors shown when the import fails?
If you use the troubleshooting mode of the Health Check plugin, and even if you deactivate all the plugins, the website would appear the same to the visitors i.e, the changes are only visible to site admins.
However, I suggest you create a staging website and replicate the issue there. Further, try to import the data by deactivating the plugins. This would ensure that your live website doesn’t get affected by the troubleshooting.

There are no errors, it simply freezes at different points in the process. I’ve tried it dozens of times, never any errors.
