The Cache has been cleared and the issue still arises.
Some examples are:

Of the 248 HTML pages picked up, 179 are flagging as missing a Page title. The ones that are not flagging as missing a page titles are URLS that end ‘htm. ‘

I logged into your website’s admin area and upon inspecting, I found that your theme “{re}start” is causing the issue here and restricting the title tags from getting added in the website’s source.
Using the Health Check troubleshooting plugin, as I changed your theme, the title tags appeared in all of the links that you’ve mentioned in the sensitive data section.
I’ve made a complete screencast of the troubleshooting for your reference. You can find the screencast in the sensitive data section of this ticket.
In this case, please get in touch with your theme developers as they would be in a better position to assist you.
