If your sitemaps are excluded from caching, then Rank Math will automatically update the sitemap and ping the search engines.

After excluding the sitemaps from caching, you need to submit the sitemap manually once.
Also, make sure the Ping Search Engines option is enabled at Rank Math > Sitemap settings > General:

Also it confuses me that only BING is mentioned when Google has almost the entire market

If you are not using any caching plugin, then you don’t have to worry about it. Just make sure your web hosting is not applying the global caching rule for the file type .xml. If your post/pages are regularly adding to your sitemap, that means there are no caching enabled on your sitemap.

Inside GSC, make sure you have only one, i.e. (sitemap_index.xml) present and not all the sitemap files individually added by you. If you have added the sitemap file individually, then you will have to remove it from the GSC.
