Adding a hyperlink does not have any major impact on your SEO and it does not violate any terms. A heading with a hyperlink is acceptable as it is easy to copy & paste the URL when someone wants to reference another topic from your website.

As mentioned by my colleague you may hyperlink your headings and it should not violate the guidelines as long as you do it accordingly.

Should these hypelinked headings contain a Link to the article or to the part of the aricle or it’s not necessary? Or they can be just hypelinked without any Text Links (contain undefined/empty links)?

If you have a relevant page for that keyword, you can insert the link inside your heading. If you don’t have can ignore it. There is nothing wrong with it. It is just a matter of your personal preference.
