Just by looking at the screenshot, it is hard for us to tell what might be the issue.
1. You can check your website’s root folder to see if a physical robots.txt file is present. If yes, then you can remove that file and you’ll be able to access the virtual robots.txt file of Rank Math.
2. You can use this troubleshooting guide to see if there is another plugin causing the issue (generating the robots.txt file): https://rankmath.com/kb/check-plugin-conflicts/
Here, please deactivate all the plugins except Rank Math and see if you’re able to edit the robots.txt file.
3. You can get in touch with your hosting provider and to see if there are any restrictions set from their side.
