if you can edit the login page from the Pages section of your WP dashboard then they can use the Edit Snippet option to change the title. Otherwise, there is no way to do this with the Rank Math.
Rank Math cannot be used on login pages because those pages should be set to be noindex anyway as they add no value in SERPs and only needed for users that are already on your website.
