1) Last accessed is for both bots \ crawlers and humans.
2) To be honest its really up to you if you want to delete the 301 if its not being accessed anymore.
3) Again up to your discretion to delete or keep.

You helped me with this before…so sorry about bugging you about it again.
So I understand the 410 now.
On the 301’s, if they stop being accessed (say for several weeks), is it ok to delete the redirect, then delete the original source URL where it was redirected FROM?
I would think once there is no more accessing, I want to clean that stuff up.

As my colleague said, it is up to you as these are just redirection entries and will not affect your SEO or your website’s performance if you keep it or not. But since you mentioned that it was no longer accessed for several weeks, you can safely delete it and nothing should happen that might affect your website.
