The URL is actually generated by your TOC widget/plugin on the page which is set to index. You can change the TOC URLs to contain the actual header content instead of elemento header IDs or keep the TOC from adding the sections to the URL. Google usually adds URLs to SERPs if they are generating traffic(your URLs have a lot of impressions) and sometimes this happens even if the URL is set to noindex.
