It seems like new tables are not getting created in the Database or some old plugin has left an incorrect entry.

Please clear all the cache, including the server after following the above process.

I tried using the Repair Action Scheduler tool and it fixed the error, although not exactly in the manner described. The plugin did not automatically deactivate itself after the repair process. I had to manually do it.
Also I need to make sure that I do not delete the orphaned tables in WP-Optimize, otherwise the fatal error will be triggered again.
